Transforming Transit: Gresham Smith Spearheads Future Funding Strategy for Dallas Streetcar

Study to Identify Sustainable, Revenue-Generating Funding for Streetcar

Gresham Smith has been awarded a contract to establish a revenue-generating transit funding model for the Dallas Streetcar.

The Dallas Streetcar is a 2.45-mile modern streetcar line designed to connect commuters that’s managed by the Dallas Department of Transportation (DDOT) and currently operated by the Dallas Area Rapid Transit (DART). Gresham Smith’s role is to develop a sustainable transit funding model to offset the annual operation and maintenance costs and periodic capital maintenance costs. The firm’s consultancy experts will be responsible for the development and evaluation of funding models, and the assessment of alternative third-party operator initiatives. The study will include existing operational routes and potential expansion routes.

“We are thrilled to partner with DDOT and DART on this important work to build a more sustainable funding model for the Dallas Streetcar Project, a venture that embodies our commitment to sustainable transit,” says Meredith Cebelak, Ph.D., P.E., North Texas transportation state leader. “Our goal is to help ensure safe operations and reduce the city’s reliance on general funds.”

The City of Dallas, with its growing employment density and strong travel demand, presents substantial opportunities for economic development. Gresham Smith’s expertise will be instrumental in capitalizing on these opportunities and fostering future growth, transit demand and economic activity. The study began in January 2025
